Can the exchangor and the managing director be the same person. That is, can I exchange something into a trust and then also manage that trust?

The Exchangor is the one who creates the Trust in the first place and should definitely be a different person from the Managing Director. But the answer to your second question is 'yes'. Anyone, not just the Exchangor, can exchange property into the Trust at any time.
