In 1988, U.S. President George Bush received 48,886,097 votes from a population of about 247,000,000 people. He was therefore elected by about 20 percent of the people over which his authority is commonly recognized. A similar analysis of congressmen elected to the U.S. House of Representatives in 1990 revealed total votes of 40,588,652 from a population of 248,700,000, or about 16 percent. In the 1992 presidential election, Bill Clinton was elected with a total popular vote totaling 43,860,888 from an estimated population of 250,000,000. This is less than 18 percent.
