The IRS is still increase the use of their favorite weapon: fear; uncertainty; and doubt (FUD). This letter is from an attorney (lawyer) advising Joe and Jane to comply or face the possibility of legal proceedings in United States District Court. This is intended to scare Joe and Jane into complying. Whether the IRS will actually initiate legal proceedings remains to be seen.
