IRS Appointment Letter - Sent 26 Oct 1999
This letter covers several years and has changed from threatening to determine tax liability to obtaining information to validate tax returns. Since Joe (or Jane) hasn't filed any returns, we can only assume that the IRS has filed some returns for Joe (and Jane). Otherwise, not much change from earlier letters and notices except that they also sent a letter to Joe's wife. This is a favorite tactic of the IRS. By splitting up the spouses, one may rat on the other, especially if the marriage is having problems.
