I prefer to address my responses to a specific individual but I was presented with a problem in this case. The return address indicates that the letter is from the "District Director" while the signature block indicates that it is from "Stephan Haisan, Revenue Agent". But since the letter is not signed, I really have no idea who sent it. Therefore, I used the generic "Sir" in the greeting but addressed the letter to the mailstop which I think is the one for Stephan Haisan.
