This notice includes a name, albeit an incomplete one, in the area of the notice where a signature would normally appear. It's still not signed by anyone but at least I now have a name I can respond to. Also, this notice is in Uniform Commercial Code (UCC) format which could be interpreted as a notice that the IRS is about to take action under the UCC. If that is the case, then I must respond and non-concur with the notice. Otherwise, under the rules of the UCC, I am agreeing to what is contained in the notice.
