within 10 days

The IRS operates under the Uniform Commercial Code (UCC), as do most so-called government agencies. One of the 'features' of the UCC is a provision that allows anyone to send you a notice telling you that they are about to do something to you or your property, such as initiate 'enforcement actions' or place a lien on your home, and if you don't object to that within the stated period, usually ten days, then you have, according to the UCC, agreed to that notice. Slick, huh? When you get a notice telling you it's important that your respond within ten days, that is the truth. In this particular notice, this won't work since it is unsigned but I decided to play it safe and respond. Also, this notice has a name printed in the area where a signature normally goes, so I do have at least a name to respond to, albeit an incomplete name.
