The word 'summon' is designed to invoke a vision of the dreaded IRS audit. I defused the fear of this by remembering that as long as I don't sign the affidavit, they have no lawful means to compel me to deliver my books and records. If they obtain them unlawfully, they will not be able to use them in any 'criminal proceedings'.
