The tone of politeness in the first notice seems to have given way to a more imperative tone. This is probably designed to scare into submission those who just barely had the courage to respond to the first notice. I must admit that I again experienced some fear when I first saw the letter with the return address of 'INTERNAL REVENUE SERVICE'. However, this time the fear was much less intense and I was over it within a few minutes. As Chai Chan Caine would likely say, "You must confront your fears, speak them, and then dissipate them."
