First NOTICE from the IRS

When I first saw the envelope with the return address "INTERNAL REVENUE SERVICE", I experienced a bone-chilling fear usually reserved for those times when you are in mortal danger. Even though I had prepared myself for this eventuality, the fear still struck with full force. It appears that the technique of fear and intimidation used by the IRS to gain 'voluntary compliance' is pretty effective.

After reading the notice and after several hours of worrying, I finally managed to get my fear under control and begin my analysis of the notice itself. As I continued my analysis, my fear began to decrease and, shortly, I was operating as a rational human being once again. Most of my analysis is contained in the comments indicated by links from the notice but here's the first thing I noticed and is in the nature of a general comment.

The notice is not signed. Not even with a computer-generated or rubber-stamped signature. This may be simply administrative efficiency. After all, the IRS is just giving me a chance to correct my error of not filing a tax return so why should the notice need to be signed by anyone? On the other hand, this could be an attempt to get me into the mindset of trying to deal with a montrous federal organization with great power rather than dealing with an individual IRS agent who has normal human desires, foibles, and fears. If you decide to unvolunteer, always remember that you cannot deal with 'The IRS' because it is an 'artificial entity' which has no volitional powers. It cannot speak, write, make decisions, nor can it have hopes, dreams, and fears. All of your interactions with the IRS will be between you, a sovereign individual, and an individual IRS agent, a government employee, a bureaucrat with quotas to fill, deadlines to meet, and a boss to satisfy. This single concept alone will give you a huge leg up on dealing with the IRS agents.
