The original document has been lost. It was a document of several pages outlining the steps necessary to actually write a constitution. While there was a definite bias toward individual sovereignty, it could have been used as guide to write any kind of constitution.
The document outlined the process of coming together into a group and organizing the individuals into a group that could effectively write a constitution. It was required that the rules of how to proceed be unanimously accepted but the rules could set down a process that could be used from that point on. For example, the group that formed the Texas Constitutional Convention of 1997 agreed unanimously to use Robert's Rules of Order to order debate and to make decisions. It was further agreed that all decisions would be made by simple majority vote except that the final adoption would have to be by a two-thirds majority. The primary rule is that everyone, without exception, must agree to the rules of proceedings before the proceedings can begin. Otherwise, the proceedings have no legitimacy.
